Activists Seek Third Vote to Ban Fracking in City, Niles

YOUNGSTOWN, Ohio -- Opponents of hydraulic fracturing are going door-to-door in hopes of collecting enough signatures on petitions that would place the “Community Bill of Rights Charter Amendment” on the May 2014 primary ballot. Activists also report the creation of a new website, ProtectYoungstown.org.
US Fines Chesapeake $3.2M, Orders $6.5M Cleanup

WASHINGTON -- The U.S. Environmental Protection Agency and the Department of Justice announced that Chesapeake Appalachia LLC, a subsidiary of Chesapeake Energy, the nation’s second largest natural gas producer, will spend an EPA-estimated $6.5 million to restore 27 sites damaged by unauthorized discharges of fill material into streams and wetlands and to implement a comprehensive plan to comply with federal and state water protection laws at the company’s natural gas extraction sites in West Virginia, many of which involve hydraulic fracturing operations.

YOUNGSTOWN, Ohio -- Shell Chemical LP wants more time to decide whether to build an ethane cracker plant in Monaco, Pa., but an announcement this morning suggests the conglomerate is leaning in favor of making the $3.2 billion investment.
Halcon Resources Plans 14% Cut in Capital Spending

HOUSTON -- Halcon Resources Corp. announced Monday that it would reduce its capital spending program for 2014 by 14% while divesting between $300 million and $400 million of its noncore assets.
Halcon said it plans to lower its drilling and completions budget to $950 million next year, “which is inclusive in planned drilling activity in all areas.” The company provided no additional information.
Halcon is a major player in the northern tier of the Utica shale, especially in Trumbull and Mahoning counties.

WELLSVILLE, Ohio -- Opportunities in the Utica shale of eastern Ohio have convinced one of the largest refining companies in the country to step up its investment here.
Marathon Petroleum Co. LP, based in Findlay, expects to spend between $400 million and $500 million to upgrade its transportation and midstream network in the Utica, the company says.
