O'Horo Gets $1.62M Contract for Convocation Center
By George NelsonYOUNGSTOWN, Ohio -- The city's Board of Control this morning approved more than $1.7 million in construction contracts for the Youngstown Convocation Center project, and authorized the rebidding plumbing and elevator work. The city awarded a contract totaling $1.62 million to the A.P. O'Horo Co., Liberty, for foundation and miscellaneous structural steel work on the site. "This is getting the building out of the ground," said Carmen Conglose, deputy director of public works. "The contractor is coming in this afternoon to sign the contract and as soon as he can mobilize and get on the site, he can proceed."Another bid package that is expected to include the main structural steel work will be released in the next few weeks, officials said.The Board of Control also approved a $111,663 contract to Bruce & Merilees Electric Co., New Castle, Pa., for subsurface electrical work on the convocation center site. The company will put in place the conduits and electrical facilities that will be under the floor slabs. The bids "were all within the expected realm and they were all below the engineers' and architects' estimates for the work," Conglose said. Board of Control members also voted to rebid packages for the plumbing and elevators. The low bid of $248,000 submitted by Komar Plumbing Inc., Boardman, was rejected because the bidder didn't return the entire bid booklet with the required documents that were to be included. The second lowest bid, $434,500, was submitted by Western Reserve Mechanical Inc., Niles. Because of the "considerable dollar amount spread" between the two lowest bids, Conglose said, the city decided to rebid the work.In the case of the elevator work, no one submitted a proposal. Elevator and plumbing bids will be opened Aug. 13. Last month, the city awarded a contract totaling $1,337,114 to Marucci & Gaffney Excavating Co., Youngstown, for work involving the first phase of site preparation for the $41 million convocation center.
