Nearly 200K More for Youngstown's Federal Street Project
By George NelsonYOUNGSTOWN, Ohio -- The city's Board of Control this morning approved changes to the Federal Street reconstruction project bringing the contract with Parella-Pannunzio Inc., Youngstown, up to $2.3 million. The net increase of $197,644.57 included an additional $267,822.37 along with a reduction of $70,177.80 for previously budgeted work that won't need to be done.Much of the additional spending will go to waterproofing basements affected by the reconstruction project, as well as construction of sidewalks over the basement areas. Other changes covered by the change orders include utility and signal work at Phelps Street and Federal and the relocation of underground lines that utilities didn't have in their records, said Carmen Conglose, deputy director of public works. Engineers had anticipated some of the additional work, Conglose explained, but it wasn't included in the original contract because they didn't know the scope of repairs and didn't want to inflate the costs of the job.The new sidewalks covered in the change order, which will replace the previously budgeted sidewalks, will be reinforced to take the weight load off the basements underneath.Conglose said the changes would be paid from a $500,000 Ohio Department of Development grant. The city received $2 million in federal money for the project, as well as a $460,000 Issue 2 public works loan. So far, he said, the project is running $300,000 under the $2.6 million estimate, and is on track for its Dec. 15 completion date. Asphalt needs to be put in place by mid-November, before the asphalt plants close for the winter, though Conglose said there are plans in place to open Federal Street on schedule in the event of any problems. City officials also approved at today's board of control meeting spending $2,812.50 with the Brownfield Restoration Group for a grant application to the Clean Ohio program. The city is seeking money from the state for the second phase of its efforts to remediate a 12-acre parcel at the former YBM property, said Jeffrey Chagnot, city development director.
