Youngstown Board of Control to Consider item for VAM Project

YOUNGSTOWN, Ohio – The city’s Board of Control this morning is expected to act to approve agreements expected to encourage a Vallourec subsidiary to build a $81.5 million pipe threading mill in Youngstown.
VAM USA is a joint venture between Vallourec, which opened a $1 billion pipe mill in Youngstown last year, Nippon Steel Sumitomo Metals Corp. and Sumitomo Corp.
The board’s agenda includes approving and entering into agreements regarding a purchase or sale, a limited warranty deed, partial termination of license and seller’s lien for property where VAM USA LLC might build the new mill. The property is adjacent to the former Genmak building at 1053 Ohio Works Drive, which Vallourec purchased last year. VAM is considering the construction of a 69,000-square-foot addition to the existing building.
The company had been waiting for test results regarding the property prior to making its decision, City Finance Director David Bozanich said last week. He anticipated a decision from the company by the end of this week.
VAM would begin with two threading mills with the potential for expanding to four lines. Once operational, the plant would employ 84 workers.
Vallourec, though a local spokesman, said Wednesday the company had “no announcements today.” In recent weeks, the company confirmed it was in “active negotiations” with the city “to secure property for a potential pipe-processing facility on Ohio Works Drive.”
