City OKs Help for Development Projects
YOUNGSTOWN, Ohio –The city’s Board of Control voted Thursday to approve a development agreement between the city, Jack Rabbit LLC and Iron and String Life Enhancement to assist with renovations and improvements to two buildings on Fifth Avenue.
Jimmy Sutman, ISLE president, purchased the buildings, located at 28 and 32 Fifth Ave., in 2012 to expand its Purple Cat day program for adults with disabilities and administrative offices for ISLE. The property, previously occupied by Kolesar Display Co., would be used as a job-training site for individuals with autism or other conditions that require more one-on-one training in a quieter atmosphere, Sutman said last year.
The development agreement requires Sutman to spend at least $250,000 on the project, Law Director Martin Hume said. Last year Sutman estimated needed repairs and renovations would cost around $400,000.
The board also approved entering into a license agreement with USA Plaza Parking LLC to provide up to 450 spaces at the 53 S. Champion St. parking garage for use by VXI Global Solutions for $108,000 annually. The city provides parking for VXI under terms of its lease agreement for space at 20 Federal Place, where the call center company occupies two full floors and leases space on two additional levels of the building.
And the board approved the sale and transfer of property near GLG Industries LLC on West Avenue to the company, land that will be included in the sale of GLG’s Riverbend building to International Steel & Counterweights.
The land transfer was approved Wednesday night by Youngstown City Council.
ISG, a subsidiary of Pittsburgh-based AMG Resources Corp., which also owns Midwest Steel & Alloy in the city, is seeing rapid growth, says Paul Vesey, general manager. Sales reached $20 million in 2013, he reports.
