City Approves Additional Rail Work at Vallourec Site
YOUNGSTOWN, Ohio – The city's Board of Control Thursday approved about $2.3 million in changes to the contract for rail upgrades at the Brier Hill Industrial Park, where Vallourec Star unveiled its $1.1 billion mill last month.
“We’re basically adding back in some work that was originally nonperformed in order to try to maximize the funding,” said Charles Shasho, deputy director of public works. The work also allows for additional rehabilitation to the track that runs parallel to Route 422, he said.
The changes bring the total for the contract to $16.9 million, the bulk of which was provided from a grant through the American Recovery and Reinvestment Act of 2009. The city was awarded the federal stimulus funds in March 2009, as Paris-based Vallourec was still contemplating where it would site a new pipe mill which would supply tube to the oil and gas industry. Company officials announced in February 2010 that they had chosen Youngstown for the project.
Items added in include work that was dependent upon concluding successful negotiations with Norfolk Southern. “We were able to add those items back in to get the work performed,” Shasho said.
“It’s a good project that everybody is happy with. It allows Vallourec to have some additional track rehab to maximize the funding that was awarded to the city,” he remarked.
